Such people are always lively, vivacious, excited, chirpy, vibrant, upbeat, animated, carefree, jolly, and happy-go-lucky kind, no matter what is going on around them.  People with a bubbly personality are also quite enthusiastic, vivacious, effusive, perky, peppy, and friendly in nature.
